The intended outcome of CBME is a health-professional who can practice medicine at a defined level of proficiency, in accord with local conditions, to meet local needs.

簡介:
  能力導向醫學教育(Competency-based Medical Education, CBME)是一種以學習成果為導向的教育模式,為現今國際與國內醫學教育的主流發展模式,第二屆台灣CBME週旨在透過結合實施科學與民主共創的力量,推動能力導向醫學教育的實施。CBME在臺灣取得了重要的發展,但要實現從局部創新到全面普及的轉變仍面臨著挑戰。實施科學提供了克服障礙並優化成果的科學方法,而民主共創則促進了透明度、利益相關者參與,公平性與接受度。此次活動作為共學與共創的平台,匯集了國際學者、在地教育者、醫療人員、前線師生、政策制定者和評鑑單位夥伴。通過研討會、講座和論壇環節,參與者將深入探討CBME在臺灣實施的關鍵挑戰與發展策略。

目的:
  藉由與五個國內機構,中國醫藥大學暨附設醫院、臺北醫學大學暨附設醫院、國泰綜合醫院、長庚紀念醫院、台灣急診醫學會及美國畢業後醫學教育評鑑會ACGME合作之國際研討會,邀請所有關心醫學教育的夥伴共同參與形塑臺灣CBME的未來,推動基於實證、兼顧以病人及學習者為中心的醫學教育,以回應不斷變化的社會需求。透過充分發揮實施科學與民主共創之間的協同效應,致力於提升臺灣醫療教育和服務的品質,迎接疫情後的醫學教育挑戰並促進共識未來方向。
Promoting Competency-Based Medical Education (CBME) Implementation through the Synergy of Implementation Science and Democratic Co-production

Hosted by: China Medical University and Hospital, Cathay General Hospital, Taipei Medical University and Hospital, Chang Gung Memorial Hospital, Taiwan Society of Emergency Medicine (by the sequence of series of conferences)

Objectives:
1. Leveraging the potential synergy between implementation science and democratic coproduction for CBME implementation from policy making, training system and curriculum design, curriculum development, clinical teaching and learning, and learner engagement.
2. Shaping the future of CBME in Taiwan, advancing evidence-based, learner- and patient-centered medical education to meet evolving societal needs while acknowledging various stakeholders' experiences.

Introduction:
  The 2nd Taiwan CBME Week aims to promote Competency-Based Medical Education (CBME) implementation by harnessing the synergy between implementation science and democratic values. CBME has made significant progress in Taiwan, but challenges persist in transitioning from localized innovations to widespread adoption. Implementation science offers insights into recognizing barriers and facilitators to uptake, and subsequently developing strategies to surmount obstacles or amplify facilitators, while democratic co-production fosters transparency, stakeholder engagement, and equity. The event serves as a collaborative platform for co-learning and co-production, bringing together scholars, educators, learners, frontline teachers, policymakers, and stakeholders from diverse backgrounds. Through series of workshops, lectures, and interactive sessions tailored for various target audience, participants will explore the role of implementation science and value of democratic coproduction in CBME success. The objective is to shape the future of CBME in Taiwan, advancing evidence-based, learner- and patient-centered medical education that meets evolving societal needs while acknowledge practitioner’s experience. By leveraging the potential synergy between implementation science and democratic co-production, the 2nd Taiwan CBME Week strives to enhance healthcare education and delivery in Taiwan.

Dr. Eric Holmboe is Chief, Research, Milestones Development and Evaluation Officer at the ACGME. He is also Adjunct Professor of Medicine at Yale University, the Uniformed Services University of the Health Sciences, and the Northwestern University Feinberg School of Medicine. 

He served as the Associate Program Director, Yale Primary Care Internal Medicine Residency Program, and as the Director of Student Clinical Assessment, Yale School of Medicine. Before joining Yale in 2000, he served as Division Chief of General Internal Medicine at the National Naval Medical Center. He also previously served as a medical student clerkship director and residency training officer at the Portsmouth Naval Medical Center. Dr. Holmboe retired from the US Naval Reserves in 2005. 

His research interests include interventions to improve quality of care, outcomes-based medical education across the continuum, and methods in the assessment and evaluation of clinical competence. His professional memberships include the American College of Physicians, where he is a Master, the Society of General Internal Medicine, and the Association of Medical Education in Europe. He is an Honorary Fellow of the Royal College of Physicians in London and the Royal College of Physicians and Surgeons of Canada. He is also an Honorary Fellow of the Academy of Medical Educators in Europe.

Dr. Holmboe is a graduate of Franklin and Marshall College and the University of Rochester School of Medicine. He completed his residency and chief residency at Yale-New Haven Hospital, and was a Robert Wood Johnson Clinical Scholar at Yale University.

Dr. Fremen Chihchen Chou is an Emergency Physician, Assistant Professor in the School of Medicine at China Medical University in Taiwan, and Director of the Center for Faculty Development at its affiliated hospital. With a Ph.D. in e-learning and science education, Dr. Chou brings a wealth of knowledge and expertise to the field of medical education as a senior Clinician Educator in Taiwan. His areas of interest include e-learning, interprofessional education, and competency-based medical education.
 
Dr. Chou has been instrumental in leading the competency-based training reform for the Taiwan Society of Emergency Medicine since 2011. He also serves as the Deputy Secretary-General of the Taiwan Association of Medical Education. He actively engages with the international CBME community and holds significant roles, such as a faculty member of the International Course: Ins and Outs of Entrustable Professional Activities, the International Regional Hub Leader for the Faculty Development Assessment Program in collaboration with ACGME and an inaugural member of the executive committee of ICBME collaborators.

Harm Peters is Professor of Medical Education and Medicine at the Charité - Universitätsmedizin Berlin, Germany and Master of Health Professions Education. He has been actively involved in educational reform initiatives as a teacher and curriculum developer for more than two decades. H. Peters is Director of the Dieter Scheffner Center for Medical Education and Educational Research at the Charité. The Dieter Scheffner Center consists of a multidisciplinary team of curricular experts in the fields of curriculum development, faculty development and educational research. The Center is responsible for all faculty development activities related to teaching at the Charité. Each year, approximately 500 faculty members receive training in academic teaching. Topics include teaching and learning in general as well as training in specific learning formats such as PBL, bedside teaching, communication, simulation and microteaching.
 
At the Charité, Harm Peters was appointed to lead the project team for the development and implementation of the new Modular Curriculum of Medicine at the Charité from 2010 to 2016. This is a six-year programme and represents a fully modular, integrated, competency-based, student-centred and patient-centred curriculum for undergraduate medical education. The program is is one of the largest in Europe, with more than 600 students are enrolled each year (approximately 4.000 enrolled in total). The new Charité programme is one of the first to use entrustable professional activities (EPAs) as its main longitudinal structure and to use EPAs as educational outcomes. Under the lead of Harm Peters, the Charité received in 2015 the Aspire Award for Excellence in Medical Education in the field of Student Engagement and the Aspire Award in 2020 for Curriculum Development. Harm Peters has expertise in curriculum development, student engagement, case-based learning, problem-based learning, clinical reasoning, interprofessional education, scholarly work and competency-based education in undergraduate medical education.
 
Harm Peters is President of the Association of Medical Schools in Europe (AMSE), a member of the Advisory Board of the Association for Medical Education in Europe (AMEE), and a former Chair of the ASPIRE Academy for Recognition of Excellence in Medical Education.
 

Jason R. Frank, MD, MEd

Dr. Jason R. Frank is a clinician-educator with a focus on all aspects of health professions training systems.

He is a professor in the Department of Emergency Medicine at the University of Ottawa, Faculty of Medicine as well as an attending physician at the Ottawa Hospital.. Formerly, he worked as the Director, Specialty Education, Strategy and Standards in the Office of Specialty Education at the Royal College of Physicians and Surgeons of Canada,

Born in rural northern Canada, Jason Frank obtained his MD from the University of Ottawa, Faculty of Medicine and an FRCPC in Emergency Medicine at the University of Toronto. His Masters of Education is from the Ontario Institute for Studies in Education.

He has published and presented widely in medical education, where his research interests include: competency-based education, faculty development, program evaluation, and curriculum development. He is known for his work with the Royal College on the CanMEDS Project since 1994, and as an award-winning teacher. He was the 2005 EM Teacher of the Year in Canada, an honour awarded by the Canadian Association for Emergency Physicians (CAEP), and the 2007 Meredith Marks new educator award winner from the Canadian Association for Medical Education (CAME). He was a finalist for Canada's Globe and Mail Top 40 Under 40 in 2011.

Dr. Frank lives in Ottawa, Canada with his wife Ruth, also a physician, and four sons.

🔹Vice President, Milestones Development, ACGME

Dr. Edgar is the Vice President for Milestone Development. In her current role, she serves as an organizational and department leader. She leads volunteers and staff members through the development of Milestones and related materials for all ACGME accredited specialties. Dr. Edgar creates and manages the Milestones resources that aid program directors, learners, and Clinical Competency Committees. She serves as a liaison to the medical education community and is a frequent speaker on topics related to the Milestones, Clinical Competency Committees, assessment, education, and accreditation. She previously served as the Executive Director for Milestones Development and the Review Committees for Medical Genetics and Genomics, Pathology, and Radiation Oncology. 


Prior to working at ACGME, Dr. Edgar worked in the clinical laboratory for 10 years and then directed several domestic and international certification, accreditation, and scientific organizations. Dr. Edgar earned her doctorate in education, focusing on organizational leadership after obtaining a Bachelor’s degree in medical laboratory sciences and a Master’s degree in business administration.

 

Mabel Yap, MBBS, MSc, PhD

Dr Mabel Yap is Director, Professional Training and Assessment Standards (PTAS) Division, MOH, overseeing training and assessment standards  for healthcare professionals.   She is also Adj Associate Professor with Duke-NUS and NUHS.

A/Prof Yap obtained her MBBS and MSc (Public Health) at NUS, and PhD from Wageningen University in the Netherlands.   Her PhD project led to revision of international BMI cut offs for obesity among Asians.

Since graduation in 1984, she has worked as a clinician before specialising in Public Health.  She was involved in the establishment of HPB and spearheaded the research, disease registry and strategic planning functions in HPB before being involved in the transformation of undergraduate and post graduate medical education in MOH, and subsequently formed PTAS to develop and implement standards for training and assessment for healthcare professionals, from undergraduate to post graduate levels.  Part of her portfolio includes overseeing the performance and wellness of junior doctors.

She is a trained teacher in Mindfulness-based stress reduction, Mindful Self Compassion, yoga and art has a special interest in promoting wellness among healthcare professionals through these modalities.

I am a Clinical Professor in the Department of Anesthesia, at Stanford University Medical School. I am Brazilian and completed medical school, anesthesia training, and my PhD in Brazil. I came to Stanford University for a sabbatical year in 2007. It was a great fit on both sides, and I decided on a long-term career at Stanford. I graduated from “The Master of Academic Medicine program” at the University of Southern California in 2014 and completed a doctoral program in education at the University of Illinois at Chicago in 2021. At Stanford, I have been involved with resident education not only through direct supervision, but also by initiating and working on several educational projects (Development and implementation of OSCEs, new lecture format “ libero” " assessing the Workplace Culture and Learning Climate, and use of Entrustable Professional Activities as a framework for assessment for learning). I currently serve as an Associate Designated Institutional Official for GME, Vice Chair for Diversity, Equity, and Inclusion, and Associate Residency Program Director. My clinical activity has focused on anesthesia for orthopedic surgery, particularly orthopedic total joint replacements. My areas of interest are: Developing, leading, and evaluating programs; Designing curricula and assessing learners and Designing, implementing, and studying innovations.

Raghdah Al-Bualy is Acting Director of the Graduate Medical Education Department and Head of the Assessment and Performance Section at the Oman Medical Specialty Board (OMSB). She is involved in assessment process monitoring and development of tools for 19 residency and 5 fellowship training programs at OMSB as well as accreditation by Accreditation Council for Graduate Medical Education International (ACGME-I). Raghdah is the Course Director for the ACGME-OMSB Hub course in Developing Faculty Competencies in Assessment.

Raghdah works closely with program leaders, directors and Clinical Competency Committee (CCC) members. She plays a leading role in training physician faculty and leaders. Over the years, she has conducted faculty development courses and workshops, and reached over 550 faculty and program leaders.

Raghdah obtained a Master of Science in Health Professions Education (MHPE) from Maastricht University, the Netherlands. Raghdah is also a Master of Healthcare Administration (MHA) graduate, and Fulbright program alumni. She worked at the Education Institute at the Cleveland Clinic, Ohio, USA. 

Raghdah is one of the trainers in the (Certified Leadership Coach Training) program organized by the Royal Academy of Management in cooperation with the University of Arizona (Eller Center for Executive Education Programs). She is a certified Hogan Assessor. She is also working towards becoming an associate certified coach by the International Coaching Foundation (ICF).

Her research interests are in assessment design and implementation, faculty development and co-creation of education. To further develop her experience in medical education, Raghdah is currently a doctorate degree candidate at Maastricht University

簡志誠醫師自2004年起歷任國泰醫院各分院及總院醫教會主委,十餘年來持續致力於住院醫師與醫事人員的醫學教育;另自2006年起擔任輔仁大學醫學系副系主任,復於2016年起升任輔大醫學院副院長,亦長期積極參與醫學生的醫學教育。此外,於2016-2018擔任台灣麻醉醫學會理事長任內,增設EPA/Milestone推動小組,將CBME導入台灣麻醉醫學會之住院醫師訓練,復自2018年起,進一步於台灣麻醉醫學會新設CBME推廣委員會並擔任主委,持續推動麻醉醫學的勝任能力導向訓練。2017年起參與教學醫院評鑑條文研修擔任委員,亦於接受美國ACGME種子教師師資認證後,推動國泰綜合醫院成為ACGME 之International Hub 並擔任leader,與國內各主要先驅者一起推動全國勝任能力導向醫學教育的推動,提升台灣醫學教育品質。

Dr. Cheng-Ting Hsiao is an Emergency Physician, Associate Professor in the School of Medicine at Chung Gung University in Taiwan, and Vice Superintendent of the Chang Gung Memorial Hospital Chiayi Branch. He also serves as the Deputy Director of Chung Gung Medical Education Research Centre. Dr. Hsiao has played a pivotal role in leading the competency-based training reform for the Taiwan Society of Emergency Medicine since 2011. He is dedicated to promoting interprofessional education, entrustable professional activities (EPAs) and competency-based medical education in Taiwan.

Currently, I am a double major senior attending physician in pediatric and emergency medicine. I am interested in clinical teaching for both undergraduates and postgraduates and have been a clinical educator since 2010. I have taken the role of Program Director of the Emergency Medicine Residency Training Program in Chang Gung Memorial Hospital (CGMH), Linkou branch since 2016. Given to my educator role in emergency workplace, I have been in charge of Clinical Competence Skill Center of CGMH and became the Deputy Director of the Emergency Department for five and six years respectively. An important part of my career development includes honing my skills in medical education research. As such, I have completed my Master’s degree in Clinical Education (by coursework) at Flinders University in Adelaide, Australia in Feb 2016. Later on, I became the Deputy Director of School of Medicine in Chang Gung University starting from 2019. I have been engaged in developing Chang Gung Medical Education Research Centre (CG-MERC) in Taiwan since 2015 and then being trusted to be the Deputy Director (North) since July 1, 2019. I saw this as an opportunity to expand my research skills and to better define the balance of teaching and research I wanted to pursue throughout my career. As a regular attendee of AMEE-held conferences, I continuously stay up to date with current trends and novel research findings regarding medical education. My research interests lie in the area of medical simulation, assessment, feedback, professional identity, clinical preparedness, etc.
